Four ways from the arrivals hall into Dubrovnik — how each one works, where to find it and what it costs.

Dubrovnik Airport is at Čilipi, which the airport puts 22.5 km from the city, and there are four ways in: the official airport shuttle bus, an ordinary Libertas service bus, a taxi from in front of arrivals, or a private transfer booked before you fly. Which one suits you depends on your luggage, the time you land and where you are staying — and on one local rule that catches people out, because no vehicle at all may enter the walled Old Town.
Everything below was checked against Dubrovnik Airport, the shuttle operator the airport names as official, and Libertas, the city and suburban bus company. Fares and timetables can change, so the official page for each option is linked underneath it.
The airport names Platanus as its official shuttle and says the bus leaves for Dubrovnik shortly after landing. It makes one stop at the Old Town, at the Ploče gate, and then continues to the main bus station in Gruž, which the operator puts 500 metres from the ferry port — useful if you are carrying on to the islands.
Libertas is the city and suburban bus company, and its ordinary service buses pass the airport on their way down the Konavle valley. The airport lists lines 11, 27 and 38 as travelling to and from the airport daily; on the Libertas timetable those are the Dubrovnik–Molunat, Dubrovnik–Vitaljina and Dubrovnik–Gruda services.
Taxis wait in front of the arrivals building, so a taxi is the quickest option if you have booked nothing. The airport publishes no tariff of its own: a price list is kept at the taxi information window in the same building, and drivers are obliged by law to give you a receipt.
Book before you fly and a driver meets you in the arrivals hall with a name sign, follows your flight if it is late and takes you straight to your address. The price is fixed per vehicle and paid when you book, so there is nothing to sort out on arrival. For the Old Town the driver stops at the Pile or Ploče gate, whichever is nearer your address, and helps with the luggage to there — no vehicle may go inside the walls.
